I want to make certain that all of the Guardians have a full understanding of what type of person Ragyo Kiryuin is before accepting or denying her deal. I won't say whether you should or shouldn't accept, but I would like to make sure that you understand what kind of person she's proven herself to be through her own actions.
If it helps, I wasn't exactly planning on accepting. While they could be a good idea, most of the people I accepted as Deputies already have magical abilities that probably don't need boosting or are a dragon.

Regarding the incident with Koishi Komeiji being infected by life fibers that she alleges someone stole from her, I arrested her for obstruction of justice. Essentially every piece of evidence was tainted by her and made inadmissible- the only thing we have pointing to someone else is the delirious confession of the man she brought in. Which is what I would like to speak to you about in regards to her character- the rest is in the report, but I feel I should share that her treatment of the man who confessed to that crime was like he was furniture. She never showed remorse for her actions, nor did she seem to think she was wrong in any way before or after legal punishment. There is no respect in her actions for life unless she deems it worthy and she doesn't respect the laws of this land, which makes me question just why she cares so much about pushing the Guardians' offices to use her wares to protect the city.
I'm sure that your people don't need it any more than mine do. We don't tend to hire those who can't handle themselves in the City Guardian offices for safety reasons. I'm glad you're not, but I still think you should be aware of what happened.
